OARTY Strategic Plan Overview
In October 2005 the Ontario Association of Residences Treating Youth published a
document titled “Proposed Residential Care Model” which was submitted to the
Ministry of Children and Youth Services (MCYS) in response to the Residential
Services Review.
OARTY’s model consisted of six key recommendations which addressed system
outcomes and enhanced quality of care; it was based on MCYS’ key areas of
Business Relevance, Program Effectiveness, Efficiency and Sustainability.
The OARTY Strategic Plan expands upon the principal elements contained within
OARTY’s proposed model; such elements represent the bulk of this Strategic Plan’s
organizational objectives & strategic directions that the OARTY membership had
endorsed within 2005/06.
The principal objective of the OARTY Strategic Plan is for the Ontario Association of
Residences Treating Youth to become the Centre of Excellence for Residential Care
within Ontario. The association will be become the leader within the provincial
residential care sector, achieved through its excellent activities and widespread
influence within the areas of Standards, Technology and Research.
The Strategic Plan incorporates four key organizational areas of Government/Public
Relations, Standards, Membership & Research/Technology. Specific objectives,
strategies and key tactics have been identified; secondary tactical activities are
suggested for committee implementation. Timeframes & performance indicators
are to be developed by committees responsible for the implementation of the
related activities.
